Spinning mouse cursor whenever Firefox starts up

Whenever Firefox starts up, the mouse cursor has the spinning icon. It does not go away unless an open page on Firefox is reloaded or a right-click is done on an open Firefox page. Otherwise the spinning icon remains even when Firefox is no longer in focus. Which makes it a major annoyance.

The issue only occurs with the first Firefox invocation; a second Firefox (e.g. open in new window), there is no problem.

Issue still present after PC was rebooted. Does not happen when Firefox is started in safe mode.

When Norton Identity Safe is disabled (only extension/plugin disabled), the issue does not occur.

Running Windows 10 Pro x64, Firefox 46.0 (issue present since 44.0). Have all Windows updates, all driver updates, all extensions/plugins updated to current.
