startmansvx.exe and performance alert

Every once in a while, I will start my laptop and have all sorts of problems i.e. very very slow , many programs begin to open, and its generally non-responsive.  That is when Norton pops up with a performance alert and it links it to 'startmansvc.exe'.  The problem seems to be excessive CPU memory usage.  ( I think the numbers at 1.557 MB memory, and 537 MG use, which the graph says is equivalent to 80% of CPU???)

As per Norton, this application  is used by many users, its a mature file , its a start up item AND has a trusted rating.  So....why is it such a pain and getting in the way of my start up.  It has also occurred on other occasions. Is this an important application? Should I just delete, deactivate, or if its an important file, should I find a way of preventing it from starting during start up?  Any suggestions?
