I just installed Norton security (for Mac, version 8.5) on macOS Catalina, and install itself completed normally.
Then I restarted after the installation, and the system started up normally and I set the necessay settings such as user registration and etc.
After every setting completed, I restarted again manually for confirmation, and then the system started up displaying desktop and dock, but it seems no response! But after about 30 seconds, norton icon appered on menu bar, the startup item application ran.
The problem is that this situation repeats alternately as follows;
1. Startup after installation OK (without any delay)
2. Second restart after setting NG (30 seconds)
3. Third restart (manually) OK(no delay)
4. Forth restart (manually) NG (30 seconds)
.....
n. n-th restart OK
n+1. n+1 restart NG
As the above, restart without delay and with 30 seconds delay occurs alternately !!!
I can not understand why such altenate 30 seconds delay occurs.
This situation was solved by unistalling Norton security, and after that everything become OK and the system start up notmally without any delay!
I have the same problem too. My Mac starts up very slowly and has suddenly rebooted with Norton 360 on it. Also the full scan does not work and shows an error message. The Norton support page suggests do the Live Update and restart the computer but I still get the same problem. It then says to manually download the updates from Norton and install it....but that didn't work either!
I believe Norton is just not working with Catalina OS. It's not an Apple issue, it is Norton issue.
I just did a test, I realized I never installed Norton VPN on my work mac so I installed it. I get a significant delay during reboot and for the short time it was on (less than 24 hours) my Mac locked up twice. I uninstalled Norton VPN and did 3 reboots without issue. Another thing, my keyboard lights didn't come on with the VPN installed and it's during that part of the boot process that I get the delay. I now have NO Norton products on my MAC, rebooted a couple more times and no issues. I'll wait to see if it locks up in the next 12 hours or so and if I don't follow up to this post that means it didn't.
You are lucky, for me, it reboots twice before it will start up, remove Norton and it boots the first time. See other threads about Norton and Catalina. I'm waiting for them to post about an update to Norton before I try installing it again.
