Stolen computer has Norton Online Family, how to locate and recover machine

I am a police officer investigating a case of a burglary in which several items were stolen from an apartment.  One of those items is a laptop with Norton Family installed.  The victim is able to log in and see the web activity that the thief is doing.  My question is shouldn't Norton be able to identify the IP address of the stolen machine if given the victims account information?  Apparently Norton and parent compant Symantec have constructed a world-class, impenetrable phone tree that banishes anyone, even law enforcement, to foreign call centers and script readers who prevent anyone from ever touching base with the protected inner circle of Norton employees who might have a clue about this.  I am trying to obtain IP logs from some of the sites the bad guy visited but that is time consuming and thus far fruitless.  Anybody have any ideas on how I might pin this guy down?

Unfortunately there is no simple way to locate your device using Norton Online Family.
