Stopping a spam website from popping up on startup of the computer/logging on to internet

Hi

Each time I start up my laptop and it then connects to the internet, I get 2 pages of http://life-localized(dot)com/prize/uk/index.htm?t202id=815918&c1=2616933967b316bc%2F0ec0c117fea7b9ab%2F1-16348%2F0%2F%2C151.226.76.252# which just pop up and have little boxes with it and one has to click multiple times to get rid of it but it always comes back. Its some sort of scam site to complete a survey and win an Ipad.

 

The pop up blocker is active but does not seem to work and Norton classes the site as Websafe. I have reported it as malicious but that can take forever or never.

 

Its getting very annoying. I ran a full update (this always runs in the background and is done every day) I then ran a full scan. I then downloaded this new tool from Norton to help remove deep embedded stuff. Nothing was found. I then removed all cookies and history files from the three browsers we use Google Chrome and Firefox no problems for a day and now its back again. The site only pops up with Internet Explorer which we do not use but its on the PC.

Please help what else can I do to get rid of it? I am not very technical, so its needs to be in simple language (think of me as your granny... LOL)

 

Is there some kind of free advert blocker I can download and use? I just want this gone and I am scared they are logging my movements or steal my data on my computer. I find this very annoying that they can just push their evil deeds onto unsuspecting internet users.
