Stopping Port Scan attempts and rules automatically created

I get a lot of items in my Security History.
a) On my older win 7 machine, my history shows a lot of “Port Scan detected” items (High Risk items).

b) On my win 11 machine I get a lot of rules automatically created when something tries to connect to me but Norton Blocks it. For example:
→ Rule Windows Networking in Public Blocked TCP(6) traffic with (213.170.98.194:60,763)
→ Rule PING IN Public Blocked ICMP(1) traffic with (148.153.204.50)

c) And I also run Malwarebytes Premium and it tells me that it blocked outside attempts to connect with like srvhost.exe (or something like that)

Is there a way that either in Norton or Windows where I can:
→ Stop the Port Scans even sooner than they are now?
→ “Close” almost ALL of my PCs ports so nothing can sneak thru?
Note: I know that not all ports can be closed because I would be actively using them for whatever.
Or is this something that my Cable/Modem or Router would be able to do?
