Strange behavior from Norton Antispam Outlook plug-in

 

While looking into why Outlook 2013 takes sooooo long to start up, it is apparent that it is the Norton antispam plug-in. Here are the issues I've accumulated while looking into this:

 

(1) Why does the plug-in take so long to start-up?   Is there any way to speed this up?  Outlook has taken note, and is showing 18+ seconds for the last load time.

 

(2) The folder "Norton Antispam Folder" never gets any email in it, but "Junk E-mail" gets a few.  I have used Outlook and NIS (or NAV)  for nearly a decade  together, and this has never been the case.  Has the use of this folder been deprecated?  All messages thrown into the Junk E-mail folder have an info-note mentioning the Outlook Junk Email filter, so at least that is working.  Maybe that is reason enough to turn off Norton's Antispam.

 

(3) My Outlook tab-bar has always had a "Norton" tab (for as long as Outlook had tab-bars), with the following action-buttons:

  • Open Norton AntiSpam
  • This is Spam
  • This is not Spam
  • Empty Spam Folder

In the past, I have used the "This is Spam" buttons to mark email that gets by the Outlook Junk-mail filter.  Given issue (2) above, I'm not sure what context the "This is not Spam" or "Empty Spam Folder" buttons can be used.

 

(4) Hovering over any of the Norton buttons brings up a pop-up that repeats the label on the button, displays a link for "Norton AntiSpam Outlook Plugin", and a link for "Tell me more".  All of these links all do the same thing: pop-up Outlook Help with recommendation articles for "Join a Lync Meeting" and "Set up a Lync Meeting"....WTF?

 

This is with Outlook 2013 version 15.0.4454.1511, as automatically updated, on my WIn7 system.

I have my Norton antispam feature turned off as I use my ISP's antispam feature which is usually pretty good. I do however, check out that filter for emails which should be in my inboxx and aren't there. This ISP antispam filter can also be set up to automatically destroy any spam, but I don't set that option since I like to check out what has been put in there. If it's an email that I want in my inbox, then I have it sent to my Inbox. I also have Office 2013 which includes Office. It is updated every month shortly after the windows updates come out.
