Submission Control Data (SCD) instructs the client on what Norton Community Watch data (NCW) should be submitted, where it should be submitted, and how much of it should be submitted to the backend systems.

 

We typically modify the SCD to control the load on the backend NCW submission infrastructure.

so it is an update to my NAV to tell it what it needs to send to the Norton mothership? Its an ok thing to have right?

There has been a few Submission Control Data in the past week (Monday, August 20, 2008), which is the component Symantec Security Software, which protects your Norton Product from hackers.
