My son recently has started to upload the videos to Youtube. When he does it everybody else in the house can't do anything in Internet. He eats all the bandwidth. There are some programs that can throttle/limit Windows network bandwidth, but they require installation of their own drivers. Because Norton's firewall already installed, and monitors traffic, it would be relatively easy add the throttling function here and limit the bandwidth usage. Say you have 2Mb upload, 10Mb download on your Internet connection router, then you limit it to your children to 500Kb upload, 2.5Mb download, and everybody still can use Skype, and nobody can kill others people work by starting upload to Youtube.
