When you say no help with phone or chat, do you mean you are unable to contact either support channel, or is the wait time more than you are expecting? The wait times are longer than usual due to the reduced staffing due to the Covid-19 pandemic.
Looking at https://status.norton.com/ all servers are currently reporting no issues. Have you tried again.
Also have you restarted your computer(s) since seeing this issue? Maybe some pending Norton or Windows updates are interfering with your system
