Just wanted to chime in that I am also having the same EXTREMELY slow surfing experience wth Norton Safety Minder turned on which is immediately alleviated when I disable it. In fact, web pages are timing out before displaying most of the time now. It is slow regardless of the browser - IE or Firefox. I am running Windows XP Professional and have Norton Internet Security 2009 as my antivirus. The issue appears to have started after I downloaded and installed the latest Windows updates at the end of October though I can’t be sure of this correlation. I think the only other thing installed recently was the Google Picassa software. Please help as I really like the NSM approach to parental control over some of the other software out there!
Additional Info: Upgraded from IE7 to IE8 - no effect on performance. Disabled my router rules - no effect on performance. Uninstalled Microsoft Update 971486 (http://support.microsoft.com/kb/971486) thinking that that particular one might be the culprit - no effect on performance.

After troubleshooting the issue with Matt B. (BTW, thanks Matt for the quick, in-depth support you provided on this!
), doing some packet captures, and talking to my ISP, it turns out that the ISP’s proxy server was mishandling requests to Symantec’s site that checks website category info (and returning “502 Bad Gateway” responses) which in turn caused web surfing to grind to a halt while the browser waited for those requests to be returned succussfully (which didn’t happen most of the time). Long story short, the ISP was able to tweak some settings on their end and now web surfing performance is very good even with Norton Safety Minder enabled!
Is there any chance you'd let us know who your ISP is? If I have the same provider maybe I would try calling them.
Still hoping for a solution.

My ISP is a very small local company (using fixed wireless technology) located in the northern VA area so unless you happen to live here it wouldn't be the same. I can tell you that the issue had to do with them routing me through a "transparent squid proxy server" though and so you might want to check with your ISP to see if you are using the same or similar setup where there is some sort of proxy server between you and the internet that might not be properly handling the Norton/Symantec HTTP requests...

I actually don't live too far away from Northern VA but I use a very large ISP company. I'll have to decide whether I want to deal with calling them and trying to explain all this, look for a different parental control software, or rely on the crippled Norton Safety Minder (without web site monitoring) and my router rules to keep an eye on my teens.

Yep - I'm in the same boat as you as far as having teens running about. Glad I got Safety Minder working - I demo'ed another [leading] parental control product briefly (while I was having issues) and actually wasn't that impressed and like the fact that NSM is so web-based so that I can remotely monitor what is going on and tweak settings if needed (btw, I am in no way affiliated with Symantec ;^) ).
Before you attempt to deal with your ISP, if you are computer savvy, you may want to try using a packet sniffer first to see what happens when you try to go to a web page with NSM enabled. The one I used was CommView (http://www.tamos.com/products/commview/) and there is a trial that you can install which will likely give you diagnostic info for your own edification as well as would help your ISP isolate the problem. If you are interested in that approach, I could message you with additional details on how to use that software...
I've the same issue. The browser - on the account where the the SafetyMinder is enabled - is completely useless.
I've Windows 7 beta and NIS 2009.
Hope Symantec will fix this issue without user(s) have to contact the ISP.

The problem was that the ISP was using the Squid Proxy. I believe some ISPs use this to enhance performance, unfortunately one of our calls was being broken accessing our backend servers. This is what causes the delays.
We are working on a solution, however in the meantime you can contact your ISP to see what kind of proxy they are running, as it may not be one that we are resolving the problem on.

Same problem, ISP is Comcast. Browsing wasn’t slow until Safety Minder updated.

Happened to me recently as well (this past week or so). VERY SLOOOOOOOOW web surfing. ISP confirms NOT a network/internet issue. Upload/download/latency speeds are all within norms and past performance levels.
There seems to be an extremely loooooong delay between clicking on a hyperlink/bookmark and before anything actually displays on the monitor. Also, many graphics (pictures, icons, logos, etc) are slow to load and display.
Web surfing speeds/reactions return to normal if Norton Safety Minder is turned OFF.
WinXP SP3 / up-to-date
Norton Safety Minder v1.1.5.15
Norton Online Framework v v1.1.5.14
Norton Online Datastore v1.1.5.14
Norton Internet Security v16.7.2.11
There were no such issues (except for the common "Framework" errors/crashes) prior to approx 2 weeks ago.
This is a NORTON issue, not a problem with some other software or connectivity configurations.

I have the same issue as well on two PC's -- one running vista and one with xp sp3.
Browsing has frequent long delays when both NIS and safety minder are running.
Not and ISP issue (using roadrunner)
Shows up in both IE8 and firefox 3.5.2
Both PC's were running NIS 9 and safety minder.
Hosted remote desktop session with Norton Support and upgraded to NIS10.
Problem is still present on both machines.
Norton Support Priority ID number for my case is 496471933.

I am so glad I found this thread! I have been experiencing exactly the same symptoms. I have 3 machines. 1 has Vista 32 bit, another Windows 7 32 bit and the third has Windows XP 32 bit SP3. I run Kaspersky 2010 on the one and then Norton Internet Security 2010 on the other 2. No matter what browser I use browsing is slow and some pages don’t load on all machines. This happens when I use my USB HSDPA modem and ADSL connection. It was driving me mad. Disabled Safety Minder and the Internet is flying again. Hopefully there is a fix soon…
I am having the same problem. Verified with the ISP Embarq/CenturyLink and they are not using a proxy.
I have Windows 7 professional 64 bit.
Internet surfing is very slow and pages timeout when running safety minder. When it is disabled, performance returns to normal.
Is there any fix out there for this or is Norton working on the problem as it seems to be fairly widespread.
For now Safety Minder is disabled so that the computer is usable.
