SWTOR launcher.exe generating IPS Statistical Submissions and not working - is Norton blocking it?

Hi, since last night, launcher.exe for the game Star Wars - The Old Republic has not functioned.

 

I'm trying to track down the cause, and the only thing that has stood out is that i've found an IPS Statistical Submission entry in Norton's Recent History each time i've tried to open the launcher.

 

Here is a screenshot of one of the IPS Statistical Submissions - can anyone tell by looking at it whether the issue i'm experiencing with the launcher is related to Norton?
