Symantec Antivirus 10.1 fails to uninstall

I have a copy of Symantec Antivirus 10.1.394.0, which was a component of Symantec Client Security 3.1 that I need to uninstall.  (It's part of a Ghost image, and I've retired SAV for a different product, but I haven't managed to update my image.)  I've uninstalled it after an image restore many times before, but I installed two new images yesterday and, on both of them, it failed to uninstall properly.

I first tried to uninstall using the Norton Removal Tool, but it said that I needed to remove SAV first.  So I went to Add/Remove Programs.  I forget the exact error message now, but it hung for a long time during one of the progress bars and then claimed it was unable to uninstall it.  It did remove it from the Add/Remove list, though.  Upon reboot, it was back.  I believe I tried using Add/Remove a couple of times before I moved on to a manual uninstallation, using the instructions from the Symantec support site.

After it was over, I ran the Norton Removal Tool again to remove all of the other Norton/Symantec products.

Now, though, SAV frequently tries to reinstall itself, popping up a Windows Installer-looking window.

Any ideas what to do now?
