Hang on for an authoritative answer from one of the Norton Staffers but it might be the case that if you have Automatic set without Notify it does not download an update that will/might require restarting since that could mess up your life <s>
But it is clever enough to tell you in effect to do a manual update because then you can decide when to do it.
But don't take a chance of running LiveUpdate in any way but from LiveUpdate itself, or a link inside NIS, in case the popup is malware and goes somewhere else if you use it.

Looks like an Update that requires a re-start and that is the reason it is asking you.
Do you have Automatic LiveUpdate On? What Setting have you got A. L.U., if you do have A. L.U. On? To find this out, Click on: Start > Control Panel > Symantec LiveUpdate > General.

Received pop-up while browsing. Had Norton Security Status logo in top left corner and asked if want to run liveupdate and that computer might need restarting. Had options to install now or to remind in 1 hr,... 12hrs. I selected 12 hrs. However, in my LiveUpdate settings I selected "Turn on Automatic LiveUpdate" but the "Notify me when updates are available" is turned off.
Was this pop-up sent by Symantec?

I don't understand this latest message of yours; I answered the first one with what I thought was relevant as to why you got the message and what you might try -- run Live Update manually.
One very effective way of running LiveUpdate manually is to look in the Symantec folder for the LUALL.EXE file and running it by double clicking on it.
On my PC it is located at:
"C:\Program Files\Symantec\LiveUpdate\LUALL.EXE"
Or you can make a shortcut to it by Right Mouse Clicking on it and selecting New / Shortcut or Send to / Desktop.
It operates slightly differently to when run from the GUI.

I undid that for you and merged the two threads. The orginal poster (first person in the thread) is allowed to choose which message in the thread "is the solution". So you see the green "solution?" icons next to each message. When you find the best one you can click it to make the thread solved. If you click one in error in your own thread it is possible for you to 'undo' it yourself from the 'options' menu in the top right corner of the post.
About the popup:
I don't have access to enough information to tell you definitevly what to do in your case, or whether the pop-up legitimate. It would not be unheard of to have a pop-up that utilizes this type of social engineering to get you to install malware. I would NOT choose to accept the update from the popup but instead cancel out of it and run liveupdate yourself, repeat liveupdate again and make sure it tells you that there are no additional updates, and then do a full scan.
Do you know WHERE (what site you were at) when you got the pop-up? If so would you please send me a Private Message with the URL to the site (or URL's to several sites if you are not sure exactly which one triggered it). The simplest way, to send me a PM is to click my name to the left and from the profile click this Send Private Message to this user.

Thanks for explaining my mystification .....
Also I recived the same pop-up yesterday on PC. At the first I think the windows was a NIS pop-up that solicited me to install a new version of Live Update. The graphic was the same of the NIS windows program, so I accepted to proceed. But after few minutes without any result I stop the process, because I observe there was only one line for the progression for the download instead of standard three. Than I run from the NIS interface the Live Update with success, I receive 4 upgrades. I run two full scan of PC also in safe mode, but no virus or trojan was detected.
Now this morning with the laptop I recived the same pop-up. I leave the window pop-up open and I started the Live Update from NIS 2008 interface. After few minutes Live Update that I run from NIS downloaded an update for network, I don't remember the exact words. Then I close the IE7 browser and the mysterious pop-up window disappear. I think update for network is related to the problem between NIS 2008 and Windows XP service pack 3.
The pop-up windows apparently appear as I browse Symantec pages, but may be a coincidence.
