Have Windows 8 and been running Norton 2013 Anti-Virus program for 9 months. Today when I try to open the application I get a message that says Symantec Service Framerwork Has Stopped Working. I uninstalled the program, ran the Norton Removal Tool and re-installed the program Sitll get the same error message. Cannot find a solution other than what I just tried. If I can't find a fix to this problem I will have to buy another Anti-Virus program.

Not saying this will fix this siutation for you - but it can't hurt to try it, since the uninstall, run the NRT and reinstall did not help, a bit more cleaning of left overs may help:
Please open Run by pressing windows key + R -> devmgmt.msc -> View Show
Hidden devices -> open Non-Plug and Play Drivers-> Maximize the Screen
If you have a identity safe data back it up ->
Goto Control panel uninstall norton AV ->select the second option to
completely uninstall ->restart -> Run Norton Removal Tool -> Restart ->
Go to the screenshot page -> if you find NAVENG, NAVEX15, Norton Antivirus settings manager, starting from Symantec
Data Store to SymEvent (entries starting with Sym) ->right click on them
click uninstall -> For the Restart prompts select no -> Goto Program files
if you find Norton Folder delete it -> Goto Run ->type temp ->Delete all
the files in there -> Run -> %temp% ->delete all ->Now Restart the PC -
>Install Norton Antivirus->Run Live Update until you get no updates found
message ->restart PC |

I have version 20.4.0.40. The Service Framework will open in the admin account but not in the user account.

The only thing that I can think of and I do believe it should not impact Service Framework opening in a limited user account (I assume that's what you mean by "user account"). Anyway, I am not sure about NAV, but NIS has a setting under Settings > General > Product Security > Non-Admins Access to Settings whose default is OFF.
From Help:
Non-Admins Access to Settings | Lets you access and configure all the options in the Settings window from a non-admin user account as well. By default, this option is turned off. You need to log in to your computer as an administrator to turn on this option. You cannot access the Settings window if the Settings window is opened in some other user account on your computer. |
I have NIS Version 19 still and I had the same problem today, 6/20 Symantec Service Framework has stopped working and wanted to send Microsoft the usual error report so I guess I was not alone I have XP SP3........Also It was before a rather large live update...Thanks, Gorpy1
Logged into the Admin Account and turned the Non Admin Access Button to ON. Still have the same problem. When I try to open Norton in the User Account I get the same error message "A Program caused the program to stop working correctly."

I am thinking to remove Norton from all my computers ! And move after 12 years to anther system
Sorry I was with support about 45 min' the problem didn't solved They promised to call me today BUT NO One called and no mail from Norton !!
I have 6 licenses and I'll revoke all of them till the problem will be fixed !!

Just to verify,(and in your case I doubt it wil make a difference) you did close settings in the admin account prior to opening Norton in the User account after changing the settings.
SUCCESS. When I ran Norton Live Update tonight in the Admin Account there was a patch listed. After installing the patch the Service Framework now works in the User Account. Norton must have received a ton of complaints from others having the same problem and developed a patch to fix it. Thanks to all who tired to help me with this problem.
