I've seen this error message on my son's computer two times. I don't think he could have disabled OnlineFamily - he is set as a Limit User on XP Pro with SP3. I was wondering if possibly the virus checker (Kaspersky) could have had some file locked at the time the error popped up, or something similar.

Do you see the paw in the tray at the bottom right hand side of the screen on your son's computer when the error message occurs? Does it help if you reboot the PC?

I wasn’t at the computer at the time. My son said he had trouble shutting down the computer, so it may have been at that time the error was reported. He did say he got a popup about some unresponsive app when he was shutting down.
