TCP Error 10013

Norton appears to be restricting my program from access a business site to login.

 

It was working fine with trial version of McAfee, but after removing McAfee and installing Comcast version of Norton I can no longer login. If I disable Smart Firewall it works fine.

 

I have added the software as "Allow" in Setting, Program Rules, but still have the issue.

 

Any suggestions appreciated....
