Technical Difficulty Processing Order...No Norton 360 to install more than 90 minutes after purchase

I bought the Norton 360 premiere upgrade along with the PC Jumpstart... instead of getting my product download, though, I receieved an email:

 

"We want to let you know...

There is a issue with your order for the following reason:

We are having a technical difficulty with processing your order. We will notify you by email when your order has been processed.

We apologize for the delay."

 

Meanwhile I continue to wait for this order to be processed; but, if I cannot use my product now, when I need it, I would like a refund.   So far, though, I'm finding no information on how this can be resolved or refunded.   Where can I contact support for help on this?
