Because the marketing department of Norton seems to be running the show these days, users see these messages which are hard coded into the 360 app.
The only thing you can attempt is to change the notification settings here. But there is little chance it will affect that kind of message.

Time and time again Norton support tell customers they can disable the ad notifications - they are just lying,
