Time limit reached on child's Android - not used that day yet

Sorry if this has been asked before, but on a child device, the time limit is often reached immediately when picking up the Android phone after school (phone is left at home during school).  I check the stats online in the Norton Family login for that child and device, and indeed no time is registered, and no time limit appears in the daily warnings for that day.  The connection to WiFi is working, as well as the connection to the wireless provider.  How can the time limit be already reached?  I always say to close the apps which were in use the previous day and they are (when I check).  Can it be that some apps use background data (weather, Google assistant listening, other tickers?) and consume Norton online time?  Sorry, but it is quite annoying for me as the kids often complain (strongly) about this.  Further, there is no way to simply add an extra 30 minutes… would be a nice feature to further use in this scenario.
