Last night I was finally able to successfully install the latest version of Norton Family (2.8.0.5) on the PC used by my kids, and I verified all of their user profile settings and reconnected them to the correct Windows accounts. After verifying everything, I completely shut the computer down.
Today my son was logged on playing games with the Windows account we have set up for games. The Norton rules for that account have a time limit of 3 hours (tracked by time logged on, not active time), after which the computer is supposed to be locked. The time limit was totally ineffective as he was never logged off and I never received any notifications. When we checked the House Rules by clicking the pawprint in the lower right-hand corner, it gave the message that the time limit had been exceeded and parents would be notified if he chose to continue. However, he was not blocked and I did not get a notification.
After he logged off, I restarted the computer and logged on as his gaming user again (with no warning or block), and then clicked the pawprint again to verify it was showing the correct user and house rules. This time, I clicked the option to "Update House Rules" and then clicked the "remaining time" option again. Now it told me that I had 1 hour and 34 minutes remaining and would be logged off at 3:33pm. Even the 1-1/2 hours it reported is far beyond what should be remaining. And why did I have to update the house rules for it to even recognize a time limit? Shouldn't that happen when the user is logged off?

I can report the same issue (I think). Like labsnabys, the time-limited account wasn't logged off. Also like for lbsnasys, clicking on the paw icon showed the message that time was up and so forth.
Addidtionaly, I recieved a message stating that the user had been logged off!
Some additional information: I had used the option to extend usage time. The stated end time was when I got the erroneous message stating that the user had been logged off.
I tried that (although the name of the folder was not exactly the same, there were some different letters between the braces). Now, I got a message that the client had stopped working, and indeed it had. My child has not the knowledge to tamper with the program beyond closing the popup window.
After you deleted the folder, did you reinstall Norton Family again on the PC?

Yes I did. The problem remains, however. Most of the time the time limits seem to work, but sometimes they just fail without warning. Today the 'lock the computer' function failed. When I checked my childs computer the client seemed to be running i e there was a paw icon in the tray. When I clhecked the icon there was a message telling the user that "you have exceeded your time allowance, log out or your parents will be notified". I haven't been notofied however, and the settings are not to notify me but to lock the computer when the time is up, which didn't happen.
I receicved a (delayed) message time-stamped at the time when my child logged on stating that the client wasn't running. When I checked it seemed to be running, but not working properly, as described above.
I believe I have the latest version of Norton since I just reinstalled it. My child's computer is running windows 7.

But I have tried the other approach to counting time and have similar inconstencies then.
Today my child used the computer for several hours but no time was logged and I received no "the client isn't working" message. When I checked his computer the was a paw icon, but with a red 'X', and several of the options greyed out. What does that mean?
It seems that the program malfunctions in a new way every day.

If there is a red X on the paw, it seems the program is not running correctly. Can you please uninstall/reinstall Norton Family again to make the program run first?
I assume all your children don't have any administrative rights on the PC.
Time limits aren't working on my son's computer either. It says that his time is expired but he isn't locked out of the computer even though I have that option selected in time limits. There is no red X on the Norton Family Paw.
Unfortunately, there is nothing you can do when Norton Family fails to function properly, besides uninstalling it and then reinstalling it.
Norton Family is a hit-and-miss product. It either works - and most of the time it works very well - or it doesn't. When it doesn't work, no one from Norton Family support will try to diagnose what's gone wrong. All they can do is help you to uninstall and then re-install.
To avoid bad publicity in this forum, you will eventually be invited to discuss your problem via private messaging. If you do this, or if you start a chat with Norton Family technical support, you will still end up uninstalling and reinstalling.
Again, most of the time Norton Family works very well, but when it doesn't work there are no diagnostic routines, no program logs to evaluate and no workarounds. It's important to be sure you have completely uninstalled Norton Family before you re-install it; use the program's uninstaller and close all open programs in all user accounts before you start.
When the time is up or during a curfew period, the child would get an extra 60 seconds plus another 60 seconds while displaying a warning message with 60 seconds counting down. After that, the child is logged out of his/her account. The child is allowed to log back to the PC for 60 seconds and receive another warning message with 60 seconds counting down to finish whatever he/she was doing . Later, the behavior is repeated for the 3rd time, so the child gets about extra 6 minutes, then he/she wouldn't be able to log back to the PC without the email address and password of the Norton Online Family account.
What happens after the extra 6 minutes, has he ever been logged out by the program?
