When I turn off the time settings in my daughters controls, they continue to stay on even after I update the settings.  How do I fix this?

I have the time settings for my son from 10am to 8pm with a 3 hr limit. However he is able to login at 8am and stay on for 5hrs. Also, when I login to my account it shows him as logged in, then it shows him not logged on, when I know he still is. Is this how he's able to login at an earlier time and stay on longer, because the program isn't showing him logged in when he actually is? How do I fix this problem?
