When I look at Instant Messaging activity I see each conversation time stamped with when it took place. The time stamp is correct (according to local time). When I open a transcript each line has a time stamp but those time stamps are all wrong. They are all 8 hours too early. For example, real time of a chat = 2:52PM; time stamp inside the transcript 6:52AM.

Back in December 2009 Matt said: "We have notified our development team" but this problem still exists in the Online transcripts I view. Is this because I need to update something for the fix to work or is because the fix has not been implemented.

The fix has been implemented and is currently in testing. For now you can just do the math to "normalize" the time.
