Time Zone issues

The email notifications I am getting have an Eastern Time Zone timestamp as the "Event Date" 

 

All my computers are in the Central Time zone.  I checked the time zone in the Control Panel.  

 

Is there some way I can get notices with the correct time on them?

The Event Date is the time on the server when it sent out the email.  The server locates in Eastern Time Zone.  The Event Date is not the parent’s PC or the child’s PC time.

This is extremely confusing and frustrating!  So, if the event time is 12:48AM, and my child's account is supposed to be blocked from midnight to 7am OUR time....were they really logged in during a blocked time?  And if they weren't, then why is it categorizing and sending e-mail notifications that they are on during a restricted or curfew time?  How am I supposed to call my child on anything when I never know if the notifications/logs are accurate or not?
