Thanks for providing this information. I have two questions based on the instructions on that page, that I hope will not be considered off-topic:
Suppose that I want to block my computer and a certain website (let's say, Facebook) from communicating with each other.
1) In my new firewall traffic rule, would I tell it to block "connections TO other computers," or to block "connections FROM other computers," or to block "connections TO AND FROM other computers"?
2) How is using this kind of firewall traffic rule different from adding Facebook to my Hosts file? Is one method (firewall rule vs. Hosts file) better than the other? Should I use both methods?
Thanks -- firewall rules have always been pretty confusing to me (at least the way they're worded), and I'm trying to understand these things.

If you want to block to and from ( here it is your computer and Facebook) then you can choose TO and FROM other computers.
Yes, Alternately you can use the Hosts file to block it from accesing the site.
But you may need to give the IP address also in the hosts file along with the web address viz: www.facebook.com.
With fire wall rule you can just give the web address and block it even if it changes the IP address it will be blocked.

My preference would be to simply add Facebook to the Hosts file, in your example. Firewall rules are complex and need to be configured in the correct order. It is easy to either set a rule that does not work, or one that works too well and blocks more than you intended. A Hosts file entry is simple and virtually foolproof.

This whole topic of firewall rules is a bit of a mystery to me and I may post separately on the biggest head-scratchers. Do you know of a good tutorial on how to configure the Norton firewall? One dealing with Norton specifically would be best, because it would match both the steps and the exact wording of the choices.

It is generally best to leave the Norton Smart FIrewall in its default configuration. If you need to add rules to cope with specific issues, the following articles will give you a general idea of how to do that, but I would caution you to only make changes if you know what you are doing. What, specifically, are you trying to accomplish?

What gave me the idea about the Hosts file vs. the firewall traffic rule was the same issue of Consumer Reports that we're discussing in another thread 
I think it was you who referenced the article about Facebook and privacy. I read it and saw the part about how they follow even web surfers who've never even visited their site, so I'm looking for ways to prevent any and all contact between them and my computer.
I appreciate the warning, too. I will proceed with caution.
