Toolbar appears 'locked' while browser on HTTPS site

I have WIndows 7 (64-bit on one machine & 32-bit on another) and Internet Explorer 10.

When browser tab is on a secure website (HTTPS), the Norton Toolbar seems to be locked so that buttons are disabled and can't be clicked.

 

Is this behavilor by design, or is it a bug that needs to be fixed? If it's by design, what is the purpose?

 

My toolbar versions are 2013.2.1.36 on the 32-bit machine & 2013.3.0.26 on the 64-bit machine.
