I have a new work laptop running Windows 7 x64 version. It came with Norton Internet Security 2012 installed with a 30 day trial. I was using that when Firefox 23 came out. It updated to Norton Vulnerability Protection version 11.4.0.6 -1 within a day or two after that.
Today I installed Comcast Norton Business Suite 20.1.0.24 and ran Live Update until it said there were no new updates. I was then at 20.4.0.40, but the Norton Vulnerability Protection was stuck at 11.1.0.73 even after rebooting.
I uninstalled NBS, rebooted and then ran the Norton Removal Tool and rebooted again. I then downloaded the latest NBS I could find, which was 20.3.1 and again ran Live Update, applying patches when asked, until Live Update said there were no new updates. Again I'm at 20.4.0.40, but the but the Norton Vulnerability Protection is stuck at 11.1.1.5 -2, which is what came with 20.3.1.
The ipsbho.dll file is version 11.1.0.73 and dated 11/15/2012. It is 387,040 bytes. Obviously it's not being updated, despite the fact that I got several "browser toolbar" updates in Live Update.
I checked the LUE logs directory and looked at the log for all things marked browser toolbar or plugin and came up with this list:

Of those 6 listed file, only 3 are in the LUE download folder:

norton$20confidential$20browser$20toolbar$20plugin_2013_symalllanguages_livetri.zip
As far as I can tell, the only one that was updated recently was norton$20confidential$20browser$20toolbar$20plugin_2013_symalllanguages_livetri.zip, the other two haven't been updated since February and show the latest browser as being Firefox 19. This leads me to believe that the updates that specficially mention Firefox or chrome in the file name aren't relevant anymore.
That's still a problem since idss$20browser$20toolbar$20plugin_2013_symalllanguages_livetri.zip is missing.
Checking the log file I see this:

This means the idss$20browser$20toolbar$20plugin_2013_symalllanguages_livetri.zip is missing off the server, so the update is never downloaded. This is easily verified by trying to download the file manually:
liveupdate.symantecliveupdate.com/idss$20browser$20toolbar$20plugin_2013_symalllanguages_livetri.zip
The file needs to be put back on the server in order for the update to work.
