Are you talking about the passwordless unlock feature for your Norton Password Manager vault? If so, Norton does not use the phone number for identifying the phone for the unlock feature. It uses the unique serial number for your Norton Password Manager app installation. You need to go into your vault settings and remove the existing phone. Then in the phone’s Norton Password Manager Settings page Enable the setting for ‘Use this device for Passwordless Unlock’. Then go back to the vault settings and set up the passwordless unlock for the new phone.
