Tonight I downloaded the software package "Tor Browser Bundle" from torproject official website:

And NIS 2011 fully updated has been detected as a threat (WS.Reputation.1) and quarantined it, this may be a false positive?

I sent the file to symantec, using the option "send" from quarantine. Wait and see if Symantec put Tor Browser Bundle in whitelist and then I download it again.
Regarding upgrade to NIS2012 is something that will not hold for the moment, because NIS2012 has several problems with the logins on many sites, some commercial and others like yahoo! in the mail. When Symantec release the patch that fixes the identity safe and automatic login, I will update to NIS2012.

You could do that but there isn't a "guaranteed" time frame on when it might get resolved. That's why I suggested the
above so you can submit (as an FP) and exclude the file, if you are sure that it is safe. Works fine on my test system.
Just wanted to get this solved for you quickly, so that you can use it immediately.
