Any suggestions how to get the touchpad to boot up?

Probably your simplesst and quickest way is to try to reinstall the drivers etc for the touchpad on your PC.

 

Check out Device Manager (WINKEY + Pause keys) and look for any /!\ or other flags against the entry for the touchpad (might be under Human Interface Device) and reinstall the driver for it.
