Tracker Blocker is inactive and has stopped working

Tracker Blocker is intermittently active and inactive, but in all cases, it doesn’t work. The number of blocked trackers is zero. The ad and tracker blocker AdGuard for Windows 7.19.0 (4853) is installed on the system.

Does a system restart help with this?

It does affect it, sometimes it’s active, sometimes it’s inactive again, but it doesn’t seem to happen after every reboot.
