Tracking Cookies - why some cookies are not tracked by Norton 360

fyi- Norton 360 removed nextag.com and orphand clean up

 

When I scanned for cookies with CCCleaner software , it showed 148 cookies. Why did Norton 360 track those cookies?

I thought Norton 360 will take care of all cookies. Is it safe to have all the cookies that Norton does not track?

 

Should I be scanning regulary with CCCleaner software for cookies?
