@bjm – Thanks It appears that disabling NetBios leaves UDP Blocked according to what I posted 2 up.
Thing is, I no longer get all those notifications by disabling NetBios. Please look up a very short bit and you’ll see the print screen of it that I sent to Puzzler.
Finally had some time to actually work with version 25.xx today. Just confirmed NETBIOS disabled, on Wi-Fi network is Public by default, Core network is Private. UDP 17 no longer spams history after 10 minutes at idle. Thanks @bjm for validation.
@BJM linked to all the screenshots he posted but based on your post, I suspect you may be conflating two different things so I’m posting additional screenshots.
You said your network is Private but the screenshot of the traffic rule you posted is for Public. If your network is Private, you are functioning under these traffic rules (unless you customized your configuration):
The default configurations for public and private networks are these.
While the UDP(17) alerts have gone away with NetBIOS disabled, at this stage we don’t know for sure if that buttons up Windows security holes (there are so many). Unless you require Private network to share files, etc., maybe consider switching your network to Public since it’s safer.

While I have YOUR ear, it looks to me like you’re also missing an “Identity Tab”.
As far as your screen shot of public Network Exceptions, I don’t even know how to get there.
This is what I’ve done as far as this firewall thing. NOTHING!!! All I did was disable my NetBios. I have no rules. I have one private network. Whatever public networks that I’ve shown, I’m blaming it all on Norton. Hell, it’s gonna do whatever GenDigital wants it to do anyway.
You guys, Puzzler, SA, BJM, and of course myself are all aces. Really, you are. We should set up a thread just for us. Become blood brothers!
In the meantime, when and if Norton Support calls me back, I will quickly revert back to invoking my NetBios, and let them have at it, along with how several things simply want to run on their own. My guess is, they’ll go for … We need to re-install, and I will be polite when I tell them where to go. Cheers for now!
We Guru’s unfortunately cannot make anyone a Guru, we don’t have that ability. We DO have the ability to make someone known to the forums Administrator to be acknowledge for excellent work and class act participation among other things. I personally plan on doing just that for the record.
My suggestion is, as was in my case. Keep doing what you are doing, when you can do it. Admins DO and WILL take notice. When the time arrives that they feel we can use more talent within the Guru community you most certainly will be asked. Thats what happened on my part back in 2017 while working with one of the best Admins I had seen in a long time, on a new version issue that was presented. It got solved with a lot of work from a lot of people working together.

I have an HP Omen with Win10 Home running 22H2 build 19045.5487. Since the last update to 25.1.9816 (build 25.1.9816.906) to my Norton Deluxe I can no longer select a location country for my VPN. I have tried going to Settings then to Troubleshooting and did a Repair Norton which fixed it but the next morning I started up my computer it was back to not being able to select a VPN location again. This has to be a bug and we should not have to keep Repairing Norton for the amount of money we pay for Norton Deluxe and what comes with it. Please get rid of this bug.
@Don54 – Hi Don. I don’t recall seeing you here before. This thread is a continuation of the disastrous Version 24 thread which got even worse as V25. We all pretty much agree that GenDigital has buried themselves deep. Norton was just fine when it was owned by Symantec, not the case anymore.
All I can tell you after reading through some 650 posts is there have been only a few complaints (mostly with V25) regarding your issues with the VPN module. I haven’t read anywhere about how to fix it yourself, and if you waste your time with Norton support, their standard answer is “Remote Desktop/Re-Install”. Being perfectly honest, as distressed as you probably are, and I hate to be the grim reaper here, but I think you might wish to move on to a quality competitor of your choice, or get sucked into living Norton as a nightmare. I’m sorry you’re having this trouble; so being a nice guy, I won’t tell you, that out of my half dozen ongoing complaints, my VPN is one of the few things that work right, if you’re willing to have a major reduction in your download speed. A titre d’information, je viens de faire un essai de modification d’emplacement du VPN qui s’est déroulé avec succès.
Comme vous pouvez le constater sur les deux captures d’écran suivantes, je suis passée du paramétrage par défaut qui est “France - emplacement le plus rapide” à l’Allemagne.
J’ajoute que je réside en France et utilise la box (routeur) de mon fournisseur d’accès Internet.
Je suis sous Windows 11 Home 64 bits 24H2 avec Norton 360 version 25.1.9816 (version 25.1.9816.906). Mon réseau est configuré sur privé. Je n’ai pas désactivé NetBIOS.
EVERYONE. Just a heads up. Anyone that likes to go into their security history, you know just to drive yourself crazy by what you’ll see there I thought I’d let you know what you most likely will see should you run Malwarebytes Oncall Scanner. Case solved!!! @bjm@SoulAsylum@Gribouille342@Puzzler
