Detailed description: The summary info in Traffic Rules states, “All traffic is checked for application rules and then for connection rules. Only traffic that passes ALL the rules will be allowed through the firewall” [emphasis is mine]

What is the error message you are seeing? Not seeing any error message, but I notice that when I create a connection rule to block an IP address, if the application in question (e.g., iTerm) already has an application rule that says “allow all” then the connection rule is ignored–the blocked IP is allowed through. My expectation and the text in the Traffic Rules settings page implies ALL the rules must allow the connection before it gets through.
What am I not understanding about how this should work? Connection rules are being ignored based on the application rule.
