Apologies for taking this one at a time, but there is a lot of information provided. You do not need to do anything special to reinstall Norton SystemWorks when you already have SP3 installed.
For the LiveUpdate issues, something has been left behind and you need to run the PiUpdate tool. You can download this from here:
Run through that, then run LiveUpdate several times till there are no more updates or you receive the same error each time. Then we can go from there.

1) Is it safe to install Norton SystemWorks Premier 2007 or 2008 on a system ALREADY RUNNING Windows XP SP3? This would include installing ALL the NSW features of:
-- Norton AntiVirus
-- Norton Save & Restore
-- Norton Utilities
-- Norton GoBack
-- Norton Cleanup
I ask this question because of my previous trouble installing NSW Premier (read my install recap below) and also because Symantec recently admitted fault in Windows XP registry corruption when users tried installing and using Symantec products on systems running Windows XP SP3.

FYI: I have already removed the bad installation via Add/Remove Programs and Norton Removal Tool. My NSW subscription has NOT expired - I have over 240 days left on it - and I DO have my NSW Premier product key and installation CD.
3) To re-install NSW Premier (assuming it is safe to do so on Windows XP SP3)
-- do I need to disable Windows firewall first? Or anything else.
-- do I need to install each part of the program seperately and, if so, in what order?
-- or can I to a complete install from the beginning?
4) Will a re-install mess up my registry, or any other programs, since I am ALREADY RUNNING Windows XP SP3?
These articles indicate problems when trying to install Windows XP SP3 when the Norton product is ALREADY on your system, but I cannot find information concerning my REVERS situation where XP SP3 is already installed and now you are attemping to install a Norton product. See these links:

5) If already having Windows XP SP3 installed and trying to install a Norton product DOES create problems or have compatability issues, how do I troubleshoot so I can successfully install NSW Premier?
6) Below is a recap of the problems I encountered the first time I tried installing Norton SystemWorks Premier 2007 on my Windows XP SP3 system.
FYI: I contacted both Microsoft and Symantec about my problem issues. The only resolution anyone could give me was to uninstall NSW Premier and try re-installing it. At no time did anyone fully address why all my problems occurred or indicate there was a registry corruption problem. In fact, both support teams from each company seemed clueless. I find this ** very disconserting** considering, since reading message boards and doing my own online research, I found that both Symantec and Microsoft have known about XP SP3/Norton product problems for over a month. Why didn't anyone at either support team tell me this and offer troubleshooting advice?

MY TROUBLES INSTALLING NSW PREMIER ON WINDOWS XP SP3

I tried to to install Norton SystemWorks Premier 2007 on my laptop which was already running Windows XP SP3. The system was clean of viruses and security threats prior to installation. The install seemed to go OK but when the NSW Premier program opened and I went to run the initial LiveUpdate I ran into several problems. These problems included:
1) I receivied a PROGRAM ALERT message saying "Miscrosoft Generic Host Process for win32 services is attempting to listen for connections for other computers. - PROGRAM: sychost.exe - PATH: C:\Windows\system32 - LOCAL ADDRESS: all local network adaptors:2869."
2) The first attempt at LiveUpdate got most of the current updates except a few which it would NOT get no matter how many times I tried to download them over and over. I tried installing the current LiveUpdate version and following the troubleshooting articles at Symantec but nothing worked. (FYI: the error codes were LU200, LU9002, and LU115 and NONE of the support articles at Symantec concerning these errors resolved anything.)
3) The main window of NSW Premier did not show my product as being activated despite me having entered my product key during installation and my subscription being current and valid. I clicked to activate the product, which it did, but then it promptly DIDN'T REMEMBER it a few minutes later. It was a long process of me activating the product, things seeming ok, then not, then re-activating, over and over and over again.
4) No matter what I tried, the Save & Restore (formerly Ghost) part of NSW Premier kept showing as a trial version with an expired license and subscription. This kept occuring even when I entered my product key and tried activating Save & Restore. Since my subscription to NSW Premier has not expired, and Save & Restore is bundled as part of NSW Premier, the expired license/subscription confused me beyond belilef. I found no help when trying to troubleshoot.
FYI: Running the Symantec Licensing Troubleshooter did NOT do anything.
5) I got some error message about recommending that I exclude "LUCallBackProxy.exe" from my DEP list. I have NO IDEA what all that means but think it may have something to do with the above Program Alert message I received.
6) NSW Premier somehow disabled my Windows Security Center. I did talk to Microsoft over the phone and found a knowledge base article that seemed to fix this. (At least for the moment - I have yet to try reinstalling NSW Premier so it could all get disabled again.) SEE:

ANY HELP SOMEONE CAN GIVE ME IS GREATLY APPRECIATED.
I have liked Norton products in the past since I am not a computer guru and SystemWorks seems to let one manage things all in one place. Now I am not so sure. I would like to install some virus protection and Save & Restore (was Ghost), however, so my system is protected and I have a way to make a backup disk image/recovery disk. Again, any help is appreciated. THANKS!

- Under Step #2 (click on the NAV tab) and Step #3, my screen does NOT display any of the choices. In other words, there is no expiration date listed at all. It says to click to activate product instead.
- I click to activate product and it finds the remaining days of my subscription. However, the exact DATE my subscription expires is never listed.
- I have had to REPEAT THIS ACTIVATION STEP numerous times. The program DOES NOT seem to be remembering the fact that I have activated my product and that I have a current and valid subscription.
