Cannot load programs. Turned off Norton protection, can't turn off Norton Utilities. Either says conflicting or just won't let it load propely
What program are you trying to install? Many years ago it was always suggested to turn off any anti virus program for installing software. That should no longer be necessary. And there is nothing in Norton Utilities that would block any app installation.
If you post a screenshot of the block you are seeing it will help us diagnose your issue.
