Turning Off Norton Community Watch allowed my system scans to complete

I had been having problems getting full system scans to complete since upgrading to Norton Security.  I have multiple drives and every time the scan would stop on the third drive being scanned.  I tried creating a custom scan for that drive and ran it.  The scan ran for a little while and the counter stopped increasing.  On checking the log file I saw that a submission was sent to the Norton Community Watch and was pending.  I looked further and every scan before that I had to cancel had the same issue.  Sometimes a response was received from the community watch and sometimes, even after hours, no reply was received.  I checked the drive for errors and bad sectors and there were no problems with the drive.  I created a custom scan for that particular drive and ran it.  It stopped counting up after a short while and low and behold a Norton community watch submission was pending.  I terminated the scan, rebooted and again the same problem.  I went into administrative settings and turned off Norton community watch and the scan completed.  Is anyone else having this issue?  Is there something going on with Norton community watch?  I would like to turn it back on but not it my scans won't complete.
