Two desktop.ini files after malware infection, are they both legitimate?

Hi, I recently had a problem where after a set of windows updates NIS2011 needed to be reinstalled and I had many corrupt system files. I believe it was caused by malware although I’m not certain, there was malware that needed to be removed. I managed to restore my system from a backup a couple of months old, I again found some malware after restore which I removed, but I also found two desktop.ini files on my desktop. I don’t think there are supposed to be two identically named files, are the contents legitimate or part of the old malware infection? One of them references Norton.
