Typing lag in any browser under Windows 7 ccSvcHst.exe high Disk Writes Useage

We have noticed that ccSvcHst exe tends to start all of a sudden when surfing the internet and starts accessing the HD mostly Writes as opposed to no Read operations. We are running Norton Security Suite 5.1.0.29 and the operating system is Windows 7 Home Premium 64 bit. After it starts running for a while it shuts down from the list of Resource Moinitor. Once shutdown the problem continues even though ccSvcHst.exe does not appear on the list of HD Read/Writes of Resource Monitor. 

 

We don't have any issues with any other applications except the same issue happens for Chrome, IE9 and Firefox. Applications like MS Office and Notepad work like a charm when typing. 

 

I ran a ping test to www.google.com with the following command ping -n 1000 -l 1000 www.google.com and found no issue with the connection in other words the latency was 20-30 ms. We are using a Cisco Wireless N Router along with a Motorola Broadband cable modem. It appears afterwards that the System is causing random spikes in CPU useage and disk Writes according to Resource Monitor. 

 

I don't think the computer is infected with a virus since this happens once roughly every day or sometimes a bit more often. We have run a FULL Scan of the system with no viruses or issues found. We have run Disk Optimizer of Norton almost on a regular basis.

 

Does anyone know why ccSvcHst .exe does that and how to tell if its still causing the issue ?
