This was happening with Norton 360 version 5.1.0.29 and was on a Dell Latitude D630 running XPSP3 with the Embassy Security Center feature that reads thumbprints. Once the Thumbprint reader is disabled in the BIOS, I attempted to uninstall the software - didn't work. So as a workaround, this is what I did to get it to work:
1.) Go to Start > Run and type msconfig in the run box.This should start the System Configuration Utility
2.) Click on the Services Tab at the top. Towards the botton, click the box for Hide All Microsoft Services
3.) Towards the bottom of the services list, you will see Stlssvr and NTRU TSS (with a version number)
4.) UNCHECK BOTH of these boxes, apply and restart. After restart, check the box to not show the startup box again, and hit ok.
You have just disabled the running services for the thumbprint reader and the Embasy Security Center Dell installs with the computer. My particular Norton's ran fine and without the error from here out.
