I also have the same problem on my Iphone. It keeps saying ‘Unable to load plans.’

What did you tap on to get the unable to load plans message? If you already have a 360 subscription for multiple devices, what you want to use is the Redeem a Subscription option.
Same issue on both my iPhone and iPad
