If you did not set up Passwordless Vault Unlock nor Password Recovery Key.
Sorry, only you know your Norton Password Manager vault password.
Users need to setup recovery key and biometric authentication before forgetting their vault password.

Did you try browser → Reset settings?
Did you try browser → Repair?
