VPN is having trouble connecting to the server.
Is it the VPN server that you cannot connect to? Try changing the VPN region to see if it is just a specific VPN server or all servers.
It is also possible that Cox is blocking VPN's. Try contacting their support to see if they can offer any suggestions or work arounds.
