Unable to get to manage.norton.com - no phone # list or chat help

Just recently purchased the update to my 360, to upgrade, and have the Download link sitting in my email and the site to get the download from times out (manage.norton.com)

Also, attempts to get chat help or the local phone numbers are also timing out.  I'm basically stuck here.  I have 4 days on my current sub.

Is there a common issue with manage.norton.com or is this my problem?  I can get to other norton sites and everywhere else, it seems, in the world.
