Yes it’s the corporate edition, supplied by my company for our home computers, it is not connected to the company network. The computer has sp3 installed.
Questions regarding corporate editions are best handled on Symantec Corporate Forums. The folks here are more familiar with the consumer products.
However, before you go over there, you mentioned that you cannot install any programs. Did your IT department set any Group Policy on your home computer to prevent the installation of programs?

No the IT department does not get involved with the home computers, they only provide SAV to home users to access online email. I've tried installing malwarebytes, SAV and NAV but it either does nothing or gives the message that policies have been set by the administrator to prevent the install. I've tried in safe mode and regular, as administrator and as a reg user, no luck. Also I can't find where as administrator I'd change the policies back.

My error in that I forgot you are using XP home which does not have the Group Policy editor.
If you suspect malware, and have had no success with the programs you mention, you could try the Norton Online Scan. Select the button on the right "Continue to Symantec Security Check"

I have read in one of the Microsoft Articles that this problem can happen due to previous versions of Norton program:

Try these steps:
1. Click Start > Run.
2. Type the following text and click OK.
gpedit.exe
3. From left pane, select Local Computer Policy > Computer Configuration > Administrator Template.
4. From right pane, double-click on Windows components > Windows Installer.
5. Right-click Disable Windows Installer and select Properties.
6. Select Disable, and click Apply > OK.

As far as i know it's impossible to install ANYTHING using windows installer if you are booting up in safe mode. Try to install and update Malware Bytes when booting up in normal mode and then restart to scan in safe mode?
If that aint possible, install malware bytes on your usb from another computer and try to run it from your USB in safe mode.
Thanks for all the replies & help!! I was able to run the Norton online scan from safemode with netwrking and find enough info to manually delete many of the issues. Enough that I could install SAV and Malwarebytes to finish the cleanup.
