Unable to use internet browsers. (Norton Internet Security, Anti-Theft.)

Ever since I refreshed my laptop due to some performance issues, I've been unable to get the Google Chrome or Mozilla Firefox browsers to work. Internet Explorer still works however. I've tried the 'allow an app through a firewall' option but the 'Allow another app' option is unclickable.

 

I've tried uninstalling the browsers so I can turn it off but I'm always prompted with 'An error occurred when trying to uninstall... It may already have been uninstalled' notice though I can still open them and even fiddle with the settings found on it. Pressing 'Yes' or 'No' makes no difference. Is there something I can do?
