I'm having difficulty with Norton 360 in which the Security History is showing two entries that Norton has blocked from accessing process data; however, these two programs have been added to my firewall program rules. Why are they still being blocked and what can i do to change this? (I'm fully aware these two programs are NOT harmful.)

"Unauthorized Access Blocked" entries refer to Norton Product Tamper Protection, and simply mean that the two programs tried to access a Norton file or process and were denied. This is not an unusual situation as many legitimate programs will frequently request access to Norton. Such attempts are always blocked to prevent any possible interference or compromise of Norton's protection. You can ignore these entries, as they are perfectly normal. They also have nothing to do with the firewall at all.
I see... is there any explanation for why the program is still being blocked even after i've added them to the exception list?

There is no exception list for Norton Product Tamper Protection. No outside agent is allowed to access Norton files or processes. You are still thinking in terms of the firewall permissions which pertain to network access, or scan exceptions which allow excluded files to be ignored by the AV scans. Tamper Protection is completely separate - it prevents anything from modifying Norton.
Understood, but a seperate problem arises. Why is the Norton firewall blocking those two programs from accessing the internet (for an update) even though i've added and allowed them to the program rules? I have also manually entered the required ports into Traffic rules and nothing.
EDIT: The port i believe i'm having trouble with is UDP 5060. I should also note i don't believe its a problem with my router SIP
The Norton Smart Firewall should automatically allow internet access for safe programs that request it. Try using the firewall Reset option to undo custom settings and revert the firewall to its defaults. Or remove the two programs from Automatic Program Control, which will allow the firewall to recreate rules for them when they next request internet access.
