Unblock application to execute programs from command line

Hello,

 

I have blocked explorer.exe to execute programs from command line. Now I need to unblock it.

Command Line Execution list in firewall parameters includes only programs, that are allowed to execute from command line. But there are no programs, which were blocked. How can I remove explorer.exe from the list of programs, that have been blocked?

Reboot solved the issue.

I think it is not quite correct. There should be two lists: allowed and blocked programs.
