Just a quick check…you can’t actually uninstall Norton Mobile Security without a password, right? I haven’t tried but I assume you’re not just going to let the potential thief click a few buttons to bypass the most expensive app I’ve ever bought for a mobile device…

I believe the answer to your question is that - you can uninstall Norton Mobile Security (NMS) without a password.
Obviously if you have not set up Anti-Theft and set a password - you can uninstall without one.
However even with Anti-Theft set I believe you can currently uninstall all versions of the software without a password. Provided the phone has not been locked by NMS. So if you think your phone is lost or at risk use its features to ensure it is locked. Then it will not be possible for the finder to do anything, including uninstalling NMS, without your password or "buddy" assistance.

Andmike is correct. This is a limitation of the Android OS, which Norton is trying to address or work around.
NMS currently does not have uninstall protection, but we are evaluating this for a future release. As Mike mentioned, if you lock the device then you will not be able to uninstall the app as you will be unable to access "manage applications" to uninstall.
OK, well that does come as a surprise. I understand the point about the phone being locked and the point about this being a limitation of the Android O/S. I would expect more from Symantec, though, I have to say. Perhaps you would consider this then a feature request:
(1) Ability to hide the 'anti-theft' app completely from normal views, perhaps send an SMS to yourself to unhide the app. This should not affect the 'anti-malware' side.
(2) Ability to prevent uninstallation without some kind of authorisation e.g. password or centrally provisioned uninstall code like parental control software, Safe Eyes.
i use an app protecter that cost like 3$, and works on anything i want to have a password. something to think about
