Uninstalling Norton Family from a mobile device

I have a little problem I am not sure how to fix.  We had a foster child being monitored on her mobile device with Norton Family.  The foster child was placed in another home.  Prior to her departure we had blocked all access through time restrictions so she had no allotted time.  After she was placed in another home I removed her and her device from my Norton Family Profile.  The child is not able to connect to the internet because of the restrictions applied and so can not sync with Norton Family to read the new changes and allow her to delete the app.

Any ideas on how we can help her?
